Forget The Server Admin GUI. Apple KB Article #107015, plus instructions in the files themselves.

Edit httpd.conf by hand.

comment out the file /etc/httpd/macosxserver.conf

Never, ever, *ever* use the GUI again!

OK, so this begs a question, why OS X Server? Why not just FreeBSD.
